That URL is obsolete.  This one is correct and working:

   http://bzr.savannah.gnu.org/lh/emacs/trunk/files

I'm quite sure I posted a message about that to emacs-devel... let me
see... yep, on Apr 10, Re: Development sources can be viewed in bzr
with a Web browser.
