The idea of not pop the buffer whenever the users sends something to the 
shell is because there are cases where you might not care about whats 
going on (for instance, you are resending the entire buffer for 
evaluation so you have updated completion and eldoc support). When you 
do care is where the C-c C-z (python-shell-switch-to-shell) binding 
results handy.

If you still are not convinced by the argument, you can always add your 
own variations for the standard shell interaction commands in your 
.emacs that would call python-shell-switch-to-shell after doing their stuff.
