I wish that:

forcemerge 123 456

would assign 456 to the same packages as 123, so that I could merge
bugs without setting them to be in the same packages first.

This is especially relevant for Emacs, where everything is basically
in the "emacs" package, so there is no need to be so paranoid about
requiring the same packages before a merge.

I think we won't be fixing this now, especially since packages other
than Emacs are using this system. Emacs should really (IMO) be using
usertags rather than abusing packages in the way it has been, which
would make the problem go away.
