`M-TAB' is a fine key for this, IMO.
(And I'm on MS Windows, so I need to use
`w32-register-hot-key'.)

ESC TAB works out of the box for everyone, no?
If not then nearly everyone.

Just make clear(er) in the doc that you can use
ESC TAB.  If you feel it's necessary because of
this window-systems problem, then make that the
advertised binding
(`set-advertised-calling-convention').
