No, because not everyone realizes that chmod takes octal automatically,
and they might have intended the leading 0 to mean octal without
actually affecting 07000.

But perhaps "00755" is explicit enough.  I think this has been discussed
on the list in the distant past, although I don't have time to dig up
references right now.
