There is already

(defconst sgml-tag-syntax-table
...
    (unless (memq ?' sgml-specials)
      ;; Avoid that skipping a tag backwards skips any "'" prefixing it.
      (modify-syntax-entry ?' "w" table))

But it seems like `sgml-tag-syntax-table' is not applied in sufficient cases.
