The better place to mail would be the coreutils mailing list itself, not
random developers.  bug-coreutils <at> gnu.org (cc'd).

No, it should not be.  __getopt_argv_const is a macro that expands
either to the empty string or to const, depending on your system.

What platform and what error?  Unless you can give us more details, we
have to assume the bug is in your setup and not in coreutils.
