$ paste -d "␞" file1 file2

results in ␞ (U+241e) character being converted to � (U+FFFD)

paste command doesn't seem to support UTF-8 characters.

Thanks for the report. This is a long standing issue with more than just
paste [1].

I hope to improve the situation after the next release.
