Hello!
If init.el file compiled to native code, Custom (M-x customize) will
try to make changes directly in
~/.emacs.d/eln-cache/28.2-66fa0d00/init-f092cd4b-fdce8ab2.eln
and will fail to do so.

Andrea, could you please look into this?  I thought we already fixed
this since Emacs 28, but maybe not?
