Sorry if I missed something, but I tried to use this feature
and can't find in etc/NEWS whether to set this

(setq-local fill-paragraph-function 'fill-paragraph-semlf)

or this

(setq-local fill-paragraph-function 'fill-region-as-paragraph-semlf)
