Subject: [PATCH] doc: clean up HACKING guidelines

* HACKING: Remove mention of "indent-tabs-mode: nil", since
we've remove all of those directives.  No longer needed.
Remove dated (pre-emacs-23) reference regarding WhiteSpace mode.
