For a simpler reproducer, I just noticed that

  zip -s1000000 split.zip README

with InfoZIP's zip 3.0

  [emacs-master]$ zip -v
  Copyright (c) 1990-2008 Info-ZIP - Type 'zip "-L"' for software license.
  This is Zip 3.0 (July 5th 2008), by Info-ZIP.

also creates such zip files that Emacs (without my patch)
cannot grok.
