The problem is that 'key-binding' in 'isearch-mouse-2'

  (let ((overriding-terminal-local-map nil))
    (key-binding (this-command-keys-vector) t))

still returns the keybinding from 'overriding-terminal-local-map'
that contains isearch keybindings.  Something is wrong here.
