"M-x list-packages" by default downloads up-to-date data about
available packages from ELPA and other archives.  The OP says that on
a smartphone this should optionally done only when the connection is
via WiFi, as opposed to via the cellular network.

The Android developer replied that this is a setting of the OS, not of
Emacs.

Btw, list-packages can be invoked with a prefix argument, in which
case it will not download the data to refresh the packages' menu.
