Hello.

When the default config file does not exist, shepherd tries to 
initialize a default configuration.

However it is now invalid

shepherd
GNU Shepherd 1.0.2 (Guile 3.0.9, x86_64-unknown-linux-gnu)

Service root started.
Service root running with value #<<process> id: 1877 command: #f>.
Service root has been started.
Daemonizing...
Restarting signal handler.
Now running as process 1885.
While loading configuration file 'init.scm': "Unbound variable: start"
shepherd: error: "init.scm": exception thrown while loading 
configuration file

Running value of service root changed to #<<process> id: 1885 command: #f>.
