Another recipe to trigger the same bug:

  emacs -Q --eval "(setq-default bidi-display-reordering t)" etc\NEWS
-f vc-annotate

then type "v" (which runs vc-annotate-toggle-annotation-visibility)
and move around the "*Annotate NEWS (rev ...)*" buffer with up/down.
