Evaluating the expression (x-get-selection 'SECONDARY) raises an error
in emacs -Q on my Ubuntu Hardy Linux (using my daily emacs
CVS-build)!. I believe it should instead return nil.

Sounds reasonable.  I've changed it to return nil.
