Subject: [PATCH v3 15/51] gnu: flex: Fix [cross-]build with gcc-14.

* gnu/packages/flex.scm (flex): When building for the 64bit Hurd, or
cross-compiling, add "-Wno-int-conversion "-Wno-implicit-function-declaration"
to #:configure-flags.
