Please describe exactly what actions triggered the bug
and the precise symptoms of the bug.  If you can, give
a recipe starting from `emacs -Q':

I selected the text MODULE_AUTHOR using the keyboard (you can see what I did in
the recent keypresses log below somewhere) and pressed C-x C-l. emacs told me
that the command was disabled and gave me four options, basically asking me if
I wanted to try the command or not. I typed 'y' to try the command and 'y' again
to persist this choice across sessions. Emacs printed "Wrote .emacs" but did not
do the actual action (converting the selected text to lowercase). When I tried
doing the same thing again, three times, it worked each time. So the enabling
of the command happened as expected, but the actual command doesn't seem to have
been executed the first time around!

If Emacs crashed, and you have the Emacs process in the gdb debugger,
please include the output from the following gdb commands:
    `bt full' and `xbacktrace'.
