Ok, so what was happening was that icomplete-prospects-height was set to
2.  Increasing it fixed the problem.

The variable is changed to 25 locally in
icomplete--vertical-minibuffer-setup, but since that isn't called in
buffer completion, the prospect height stays at 2.
