I was holding it wrong. icu4c-73 and icecat are fine on core-updates.

On core-updates commit dd9660264b39b. the icu4c-73 package fails its
tests like this:

There's actually a patch applied that is supposed to fix this, and it
does work on master, but not on core-updates.

Any ideas?
