http://www.gnu.org/software/emacs/manual/html_node/emacs/Citing-Mail.html#Citing-Mail

It should say mail-yank-original, not message-yank-original.

As well as mail-yank-prefix, and not message-yank-prefix.

And mail-fill-yanked-message, and not message-fill-yanked-message.

The actual bug is: by default, Emacs inserts the empty string (and not '>')
in front of each line of the cited text.

Thanks for the report, but all of your points are incorrect for Emacs
23.2, which is the latest release and what the manual documents.

(You did not say what version of Emacs you are using.)
