bug description:

-find a RCS controlled file that is unchanged (so state line says something like "RCS-1.1")
 e.g. c:\temp\a.txt

-do some edits without a previous explicit check-out

-do a "vc-next-action"

-the file will be checked out from the repository and locked,
 without a warning like "File has unlocked changes. Claim lock retaining changes?",
 effectively discarding the last edits.

Expected behaviour: preserve the changes through warning against the unlocked changes.

How do you do that?  If the file isn't checked-out, it is read-only,
and Emacs will bitch on you when you try to edit it.  What did you do
to overcome that?
