I noticed a similar failure on NetBSD.

On both platforms the ./configure gl_cv_func_mbrtoc32=no fixes the
tests.

I tried to use some of these characters to get a bad result from
mbrtoc32 and add it to gl_MBRTOC32_UTF8_LOCALE, but had no luck. So I am
thinking the issue is a bit more complex than that...
