1) Install the bzr utility from http://bazaar.canonical.com .

Eg on Scientific Linux you can use

yum --enablerepo=dag install bzr

or you can build from source using

python setup.py install --prefix=/wherever/you/like

2) Run the command

bzr branch http://bzr.savannah.gnu.org/r/emacs/emacs-23

to fetch the sources.

3) configure, make, etc
