Using 6ba29e0, it works for me.

also works for me. And I am able to build
/gnu/store/mh01bp841xvcvv8mv6car7l92h6h19rk-curl-7.84.0.drv, even it
appears that the substitute is available.
All in all, I have no idea where the issue could come from. Any issue
on your side, e.g., disk space, network, daemon, etc.?
