Hi Guix!

Running '$ make maintainer-clean' in the guix repo deletes the
version-controlled file doc/he-config-bare-bones.scm.

Documentation for the maintainer-clean target states:

> Delete almost everything that can be reconstructed with this Makefile.

Either this file is constructed by the Makefile and shouldn't be version
controlled, or it isn't constructed by the Makefile and shouldn't be
deleted. (99% odds it's the latter.)

I bet it just needs to be added to EXTRA_DIST in doc/local.mk, but I
don't fully understand the doc subdirectory or what the effects of that
might be.
