(I'm going through old bug reports that unfortunately weren't resolved
at the time.)

Changing these variables to permanently buffer-local would break
people's set-ups, so it's not feasible to do that at this point.  (It
would have to have been done when the variables were introduced.)

So I'm closing this bug report.
