This bug still seems to be present in Emacs 28.

Steps to reproduce:

Create two files:

/ssh:other-host:/tmp/foo1
/ssh:other-host:/tmp/foo2
M-x emerge-files RET /ssh:other-host:/tmp/foo1 RET /ssh:other-host:/tmp/foo2 RET
