Hello,

This build: https://ci.guix.gnu.org/build/3101182/details failed with
the message "waiting for locks or build slots...".

Perhaps it should have been retried?  I'm also not sure if the build
failure should be reported as failed in this case; a 'not
available/unknown' status could have been better, I'm not sure.
