This isn't a bug in Emacs, but in the theme or perhaps in Gtk+. Look here:
https://bugzilla.gnome.org/show_bug.cgi?id=617442
As per ususal, I don't expect Gtk+ to fix this. A workaround has been
implemented in the latest Emacs development version, which will be 24.0 at
some point.
