    maint: remove obsolete AC_PROG_GCC_TRADITIONAL

    * configure.ac: Remove obsolete macro call.
    Recent autoconf warns that it is obsolete.
    AC_PROG_CPP sets up the -traditional-cpp option if required.
    GCC ignores -traditional since commit f458d1d5 (2002).
    Fixes https://bugs.gnu.org/67756
