I’m unable to reproduce this bug using Emacs 25.0.92.2 on OS X 10.11.3.

/Applications/Emacs.app/Contents/MacOS/Emacs -Q -nw 
M-x pdb
Run pdb (like this): python2.6 -m pdb /tmp/foo.py

I get successfully dumped to a (Pdb) prompt where I can invoke commands.
