Dear Po Lu,
1. Yes.
2. Since Emacs -Q deactivates the region when scrolling,
on the default, pixel-scroll-precision-mode deactivates region.
With option, pixel-scroll-precision-mode maintains region.
I hope this message makes my request clearer.
