It looks like Dave Love's version of python.el
(http://www.loveshack.ukfsn.org/emacs/python.el) has some features
that we are missing, like support for python3.

It would be nice if the version in emacs(-23 ?) would be updated.

I am confused as to what this means in terms of updating python.el in Emacs.

The author does not want to assign copyright to the FSF, so no more
updates are possible.
