I see the manual explains it better:

    If you want to use `*' as a shell wildcard with whitespace around it,
                                               ^^^^^^^^^^^^^^^
    write `*""'. In the shell, this is equivalent to `*'; but since the `*'
    is not surrounded by whitespace, Dired does not treat it specially.
