* gnu/packages/ntp.scm (ntp)[inputs]: Use `target-linux?' instead of
  the manual string comparison as it would not add the libcap input
  correctly when cross-compiling as the platform ends in `-linux-gnu'
  unlike the system string which ends in `-linux'.
