According to the docstring, bookmark-watch-bookmark-file might be
'silent.  But that choice isn't present if one uses Custom to customize
it:

emacs -Q
(require 'bookmark)
M-x customize-option RET bookmark-watch-bookmark-file
The Custom buffer shows a toggle, for nil or t.
