Shouldn't be hard, since it already filters some of them:

    (dolist (file (sort (file-name-all-completions "" dir)
                        'string<))
      (unless (member file '("./" "../"))  <<<<<<<<<<<<<<<<<<<

Even better: compute completion-regexp-list so that IGNOREs are
filtered by file-name-all-completions in the first place.
