I won't repeat what I've already said in more
detail.  I'll just say this much again: TITLE
can presumably be any text whatsoever.

There's nothing that suggests that `...', let
alone any other uses of ` or ', correspond to
the uses for which we've replaced `...' with
curly quotes.  Nothing.

If it ain't broke, don't "fix" it.
