Because it's _not_ nicer.  Just leave it alone,
please.

You don't, and you can't, know ahead of time
"for display purposes" what "a bit nicer" means
or should mean.  Such one-size-for-all treatment
just gets in the way.  This is Emacs, and Lisp.

Anyone can massage a TITLE string ahead of time,
if they need to.  Please make no assumptions
about the meaning of quotes - or any other chars
- in a title, including how they should appear.
Just leave all chars as they are.

Again, anyone can change the TITLE string if
needed, before submitting it.  Users know what
they want/need better than design-time molders.
