HOW does it say whether to create parent dirs?
What value(s) say to do that? What value(s) say not to do that?
"this happens by default": What happens by default? If you mean to say
that for interactive use parent dirs are always created (when
nonexistent), then say that.

Interactively, always create nonexistent parent directories.
Noninteractively, create nonexistent parent directories when the second
(optional) argument PARENTS is non-nil.
