Yes, I built Emacs anew, but the recipe is always the same:

  $ ./autogen.sh
  $ ./configure --with-native-compilation
  $ make

No installation, stripping, etc. and that gives me an emacs.exe of 137MB
size.  If I strip and optimize, it is around 8.5MB.
