I cannot reproduce it. Tested with a fresh checkout of the emacs-29
branch:

# ~/src/emacs-29/src/emacs
M-x package-list-packages

No "tramp-container".

C-h v package--builtins

No "tramp-container".

(But you are right, tramp-container.el is part of the Tramp package).
