* gnu/packages/base.scm (%glibc/hurd-configure-flags): New variable.
(glibc)[arguments]: Use it.
(glibc/hurd-headers)[arguments]: likewise.
* gnu/packages/cross-base.scm (cross-libc*): Likewise.
