`guix refresh --update <package>` attempts to compute the file hash on
an offload machine, but provides no option to disable the offload as
with `guix build --no-offload <package>`.

Could you share an example session showing the problem?

‘guix refresh -u’ is not supposed to build anything; it does download
straight to the store, via ‘download-to-store’ or
‘latest-repository-commit’, but that’s supposedly not subject to
offloading.
