Another data point, about the risk assessment aspect: this function is not 
used by any package on ELPA, and in core it is only used by Org (with 
which this bug was identified), newcomment.el (2 uses) and dired (a single 
use, in which the code is in fact bypassed because buffer-undo-list is 
let-bound to t in the body).
