It's nil??  What is the value of dynamic-library-suffixes in your Emacs?
What does the below show inside "emacs -Q"?

  M-: dynamic-library-suffixes RET

And what does the below produce from a shell prompt in the Emacs src
directory:

 $ grep DYNAMIC_LIB_ config.h
