Okay, and after you press '+', does '-' work?  Also, as Eli asked, can you 
type C-h l after pressing '+' and '-' a few times?  You should see 
something like this:

+    ;; global-text-scale-adjust
+    ;; global-text-scale-adjust
-    ;; global-text-scale-adjust
-    ;; global-text-scale-adjust
