than 1h15m ago. My post doesn't appear in that mailing list's
archives, even though they are supposedly refreshed every 15 minutes
if they have new messages.

This is not an Emacs problem. We don't administer the GNU mailing
lists, and have no control of how the mail distribution there works.
The problems with GNU mailing lists are known to the list
administrators and are being (slowly) worked on. Please be patient.
